RESPONSIBILITIES:
Under the limited direction of the Associate Provost for Research and Regulatory Affairs (APR), the Director develops, implements and monitors policies and procedures for the University as related to non-financial research compliance matters that affect the research mission of the University. Responsibilities include the review and interpretation of regulations that impact compliance with federal and state statutes and how changes in those statutes will affect the University. Work with senior University Administration as appropriate regarding complex compliance issues that may have significant impact on the University. Work with University colleges and faculty to develop and provide training programs to support the research mission of the University ensuring that they also meet regulatory requirements.
Serve as an Empowered Official for Export Control & Trade Sanctions (EC&TS), and work with and provide support to the Research Integrity Officer and the Institutional Official (for Human Research Protection Program and the Animal Care Program) to appropriately ensure timely and accurate filing of required reporting to federal oversight agencies, and to quickly resolve compliance issues as they arise. Ensure that University research compliance systems are appropriately aligned with regulatory requirements.
QUALIFICATIONS:
A minimum of a BS degree in an Engineering or Science discipline and eight years of progressively responsible professional experience are required. Desirable experience includes bench and supervisory research experience involving animal use, human subject research, controlled technologies and/or substances and environmental health and safety. Management experience including demonstrated program planning, implementation and evaluation is required. Technical knowledge of and experience with biological sciences, physical sciences and engineering are desired. Current knowledge and understanding of federal, state, and local laws, regulations, and standards for the protection of human subjects and animal use in research are desired. Current knowledge of and understanding of EC&TS regulations, responsible conduct of research, and material transfer agreements are desired. Research, analytical, critical thinking, investigative, and problem solving skills are desired. Demonstrated ability to interpret and apply federal guidelines and procedures in developing policies and procedures is desired. The ability to develop and communicate technical information to both technical and non-technical personnel effectively in a wide range of teaching environments is desired. Strong communication skills, including written and oral communication skills, and the ability to work effectively with a wide range of constituencies in a diverse community are needed. Computer proficiency with word processing, spreadsheet, database software, and electronic communications applications, including the Internet, and record management is required.
