 Human Research Protection Specialist -- Washington, DC

The Henry M. Jackson Foundation (HJF) is seeking a Human Research Protection (HRP) Specialist for the Defense and Veterans Brain Injury Center (DVBIC) located at the Walter Reed Army Medical Center in Washington, D.C. HJF provides administrative and management support to DVBIC.

DVBIC is multi-site medical care, clinical research and education center. It is a unique collaboration of the Department of Defense (DoD), Department of Veterans Affairs (VA) health care system, and civilian partners. The mission of DVBIC is to serve active duty military, their dependents and veterans with traumatic brain injury (TBI) through state-of-the-art medical care, innovative clinical research initiatives and educational programs. DVBIC is primarily responsible for support of clinical operations in the DVBIC network which includes 10 military treatment facilities, 5 veteran hospitals and 2 community re- entry civilian programs. In addition, the office has visibility and contributes to the expertise of DoD level related clinical activity related to traumatic brain injury.

Responsibilities:

1. Reviewing Assurances, including policies and procedure for compliance with applicable regulations and policies

2. Provide training and education and assistance of HRPP policy and procedures to staff.

3. Assists in developing and implementing the DVBIC HRPP to avoid missteps and keep the program in line with the latest regulatory requirements in human subjects protection.

4. Assisting with continuous quality improvement by preparing reports, recommending corrective actions, and contributing subject matter expertise to the policymaking process.

5. Resolves major problems in gaining approval for the wide-ranging research from scientific review committees and Institutional review boards (IRBs), intramural and extramural, domestic and international.

6. Maintains intimate familiarity with the literature of bioethics and governance of human subject research and disseminates knowledge of best practices used by other agencies to the HRPP.

7. Completes other projects as needed.

Required Knowledge, Skills, and Abilities: Comprehensive knowledge of and ability to interpret and apply Common Rule and FDA regulations required. Must have strong communication and writing skills required. Problem solving and analytical skills necessary. Highly desirable: Experience with Army or other DoD research. Highly desirable, but not required: Certification as IRB Professional (CIP)

Minimum Education/Training Requirements: Bachelor's degree required/ Master's Preferred. A minimum of 5 years of direct experience with HRPPs, IRBs, and/or research compliance. Equivalent combination of education and experience may be substituted.

Physical Capabilities: Must be able to utilize computer for lengthy periods of time; perform routine filing; standing for lengthy periods of time utilizing Xerox machine for copying documents; must be able to travel to local sites occasionally.

Required Licenses, Certification or Registration: Certified as a Clinical Research Coordinator (CCRC) and/or Clinical Research Associate (CCRA) preferred.

Work Environment: Office environment. Local travel can be anticipated about 20% of the time.
